the following terms:- "I learn confidentially that yesterday

"Treasurer submitted to the Governor-General a proposal

"likely to be adopted on following basis:- Collection to

"be transferred to syndicate of 16 dealers who, being

"authorised to raise levy from 30 to 50 cents per ounce

"commencing from 1st. day of 1st. moon (1.e. 30th. ultimo),

"guarantee for first month total actual collection less

expenses, second month $200,000, 3rd. and following

"months $240,000. Proceeds to make up loss anticipated by

"abolition of Gambling Monopoly".

On the 28th. ultimo Mr. Jamieson

informed me by telegram that the Governor-General of the

Liang Kuang Provinces had approved the scheme and that it

would come into force on the 30th. ultimo.

I enclose a translation handed to

this Government by Messrs. E. D. Sassoon and Company of a

proclamation which has been issued by the Provincial

Treasurer of Kuang Tung containing eight new regulations

the effect of which is to transfer to the Canton Opium

Guild the Monopoly previously held by the Kuang Jung Yuan

Company and to raise the tax from $280 per chest of raw

opium to $480 per chest. The Regulations have also appear-

-ed in the Local Press.
